Request for certificates

The Social Insurance Board issues certificates to both residents and non-residents regarding the benefits/allowances assigned to them, as well as the taxes withheld from these payments (TSM, TSM1).

To obtain a certificate, submit an application:

  • With a digital signature via email at [email protected]
  • Through the department’s self-service portal (in this case, a digital signature is not required)
  • By calling the info phone number 612 1360, if during the call you can verify your identity using Smart-ID or mobiil-ID.

If you do not have an Estonian ID card, Smart-ID, or mobiil-ID, you can send your application by regular mail.

To do this, fill out and sign the application and send it to Paldiski mnt. 80, 15092, Tallinn, or bring it to the nearest customer service office.

Don’t forget to include your contact details and preferred method of receiving the certificate in the application.
Certificates sent by regular mail will reach you within 14 days.
