What counts as pensionable service up to 31 December 1998
You may need to provide documents for the following periods:
- employment with an employer
- self-employment, provided social tax was paid
- military service in Estonia or, under certain conditions, service in former Soviet Union structures
- full-time studies at a vocational school, applied higher education institution, or university
- raising a child for at least 8 years or caring for a young child until age 3 (only one parent can use this period, and it must be agreed in writing)
- participation in labour market training or receiving unemployment benefits
- specific situations such as working on a farm, certain correctional facility situations, etc.
Submitting the documents
Documents that may need to be submitted include the employment record book and any other documents proving pensionable service (studies, military service, etc.).
You can submit them in several ways:
1. Electronically
- Scanned or photographed documents must be clear, legible, and in colour.
- by e-mail [email protected] or in our self service
2. By mail
- Address: Paldiski mnt 80, 15092 Tallinn.
- If sending your employment record book by mail, you can indicate whether it should be stored by the agency or returned to you.
3. In person
If documents are missing or incomplete, an archival search must be requested (a fee may apply).
Who should submit documents and when
It is too early
If retirement is still far away (e.g., 20+ years), there is no urgency with documents. You can estimate your future pension with pension calculator
No urgency
If you are 55+, it is useful to check that all documents are available
Hurry up
If you are 60 or older or approaching retirement, it is recommended to submit your documents in advance
