General Terms and Conditions
The Social Insurance Board provides its public services through the self-service portal in accordance with the legislation in force in the Republic of Estonia.
The user is obliged to use the self-service portal only for purposes that comply with legislation and good practice, and to adhere to these general terms and conditions.
Access to the self-service portal is possible only for users authenticated with an ID card, Mobile-ID, or Smart-ID.
Entering the self-service portal on behalf of another person is permitted only if the user has the legal right of representation.
Actions performed in the self-service portal are equivalent to actions taken at a customer service office; the submitted data and confirmations regarding benefits are equivalent to documents personally signed by the user or their representative. The user does not need to add a digital signature to the submitted document.
The user is obliged to provide only accurate information and is aware that all actions performed in the self-service portal may entail legal consequences. The user confirms that they are aware of the criminal liability for providing false information.
If the user discovers any circumstance in the self-service portal that may harm their own or other persons’ interests or is contrary to applicable legislation, they are obliged to notify the Social Insurance Board immediately through the communication module of the self-service portal.
The user has the right to submit suggestions related to the use of the self-service portal by emailing [email protected].
The Social Insurance Board is not liable for transactions performed on behalf of the user without their knowledge if the authentication codes or electronic identification tools (ID card; devices associated with Mobile-ID or Smart-ID) have fallen into the possession of third parties.
If the user suspects that their electronic identification tool or its codes have fallen into the wrong hands, they must immediately notify the relevant service provider:

The Social Insurance Board has the right to restrict the user's access to the self-service portal if the user's actions do not comply with these general terms and conditions or with the legislation of the Republic of Estonia.
The Social Insurance Board is not liable for any direct or indirect damage or other consequences arising from malfunctions or unavailability of the self-service portal when these are caused by circumstances beyond the control of the Social Insurance Board.
The Social Insurance Board has the right to make changes to the self-service environment without prior notice to users.
Recommendations and Security When Using the Self-Service Portal
Use the self-service portal only on your personal computer or smart device. Avoid public devices and devices belonging to others whose security you cannot be certain of.
If you are not the only user of the computer or smart device — for example, if you share the device with other family members — create a personal user account for yourself and log out of your account when you finish using the device.
To access the self-service website, use only links from secure websites and make sure that the address shown in the browser’s address bar is always https://iseteenindus.sotsiaalkindlustusamet.ee
When logging into the self-service portal in a public place, ensure that no one can see your device screen or observe you entering your PIN code.
When using Mobile-ID or Smart-ID, enter your PIN only if you have initiated the authentication process yourself and the four-digit control code displayed on the screen matches the control code shown on your smartphone. Check that the PIN entry window displays “RIA” and “SOM SSO”.
When exiting the self-service portal, always use the “Log out” link located in the upper right corner of the page.
Always close all browser windows after logging out of the self-service portal, and if you used an ID card for login, please remove the card as well.
Use a functioning and automatically updating antivirus program on your device, and keep your device’s and browser’s security updates consistently at the latest version provided by the manufacturer.
Do not share your authentication PIN codes with anyone and do not store them in a place where third parties may gain access to them.
Personal Data Processing
Personal data is processed in accordance with the Social Insurance Board’s data protection terms. When the user logs in, the Social Insurance Board always makes queries to the Population Register and, when necessary for the provision of benefits/services, to the databases of other state institutions as required by law.
User actions performed in the self-service portal are recorded, and the recordings may be used later to verify the actions if needed.
The Social Insurance Board is not responsible for the accuracy of data entered by the user through the self-service portal.
